What is the Affordable Connectivity Program
About the Program
The Affordable Connectivity Program (ACP) is a government initiative designed to offer discounts on monthly broadband Internet access service and specific connected devices. Splash Celluler extends this beneficial service to its customers with the support of the Federal Communications Commission.
Eligible customers have the opportunity to avail themselves of our complimentary monthly data plan.*
It's important to note that this discount program is non-transferrable and is limited to one per household.
How to Qualify
A household qualifies for an ACP discount if any member of the household satisfies one of the following conditions:
- Receives SNAP/Food Stamps/CalFresh
- Holds a Pell Grant in the current award year
- Is enrolled in Medicaid/Medi-Cal
- Participates in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
- Receives Supplemental Security Income (SSI)
- Is part of Section 8/Federal Public Housing Assistance (FPHA)
- Receives Veterans Pension and Survivors Benefit
- Is eligible for Bureau of Indian Affairs General Assistance
- Participates in the Free and Reduced-Price School Lunch Program or School Breakfast Program

Congress recently created the Affordable Connectivity Program, a long-term, $14 billion programs, which will replace the Emergency Broadband Benefit Program. This investment in broadband affordability will help ensure we can afford the internet connections we need for work, school, health care, and more for a long time.
A household qualifies if any member of the household meets one or more of the criteria mentioned below:
- Has an income at or below 200% of the federal poverty guidelines.
- Participates in specific assistance programs like SNAP, Medicaid, Federal Public Housing Assistance, SSI, WIC, or Lifeline.
- Engages in Tribal-specific programs, such as Bureau of Indian Affairs General Assistance, Tribal TANF, or the Food Distribution Program on Indian Reservations.
- Has been approved to receive benefits through the free and reduced-price school lunch program or the school breakfast program, including via the USDA Community Eligibility Provision during specified school years.
- Received a Federal Pell Grant in the current award year.
- Meets the eligibility criteria for an existing low-income program offered by a participating provider.
If you’re encountering difficulties with your service’s connectivity, consider these
common solutions:
1. Restart Your Phone: The most straightforward way to address issues with data
connection, text messages, and calling (both domestic and international) is to
power off your phone, wait for about 30 seconds, and then turn it back on.
2. Reinsert Your Splash Cellular SIM Card: If you use a physical SIM card,
removing and reinserting it effectively re-registers your phone on the mobile
network. This can be helpful for problems related to data connections, text
messages, and calling. (Note: This only applies to physical SIM cards; do not
attempt to remove your eSIM.) For detailed instructions, refer to our guides on
how to remove and insert a SIM card on iPhone and Android.
3. Cycle Your Splash Cellular eSIM: If you have an eSIM, you can’t physically
remove it like a traditional SIM card, but you can try turning it off and then on
again. This may resolve issues concerning data connections, text messages, and
calling.
4. Check Your Coverage Map: In certain situations, such as rural areas or
locations deep inside buildings or underground, your signal strength may be
weakened or lost altogether. Consult our coverage map to gauge the signal
strength in your vicinity.
5. Disable Airplane Mode: Ensure that airplane mode is turned off on your device.
Most phones display an airplane icon on the home screen when airplane mode is
active.
6. Update Your Software: Outdated software on your phone can sometimes
impact your service. Make sure your device is running the latest software
updates to ensure optimal performance.

Simply turn on the tablet and go to your favorite website. If you are having problems
with the connectivity then remove and reinsert the sim and that should solve the
problem.
WARRANTY DETAILS
For all devices acquired through our website, we offer the following warranty
terms:
1. New Devices: New devices purchased from our website are covered by
a one-year manufacturer’s warranty, effective from the original date of
sale.
2. Refurbished Devices: Refurbished devices purchased from our
website are protected by a 60-day warranty, effective from the original
date of sale.
Warranty Claim Process: If you believe your device is defective, please refer
to the Return instructions outlined above to determine its eligibility for a
warranty replacement. If your device qualifies, we will replace it with a device
of either the same cosmetic condition or a comparable model, at our
discretion.
Warranty Conditions:
Our warranty exclusively addresses defects in materials or
workmanship and does not encompass issues resulting from damage,
normal wear-and-tear, or aging.
Covered issues may include software-related problems, camera
defects, unresponsive keys, dead pixels, and similar concerns.
The warranty does not extend to matters such as diminishing battery
life, scratches, accidental damage, network coverage issues, or
software compatibility problems with third-party apps.
Any attempts to 'root' or modify your phone in unauthorized ways will
nullify its warranty.
Any evident physical damage to your phone, such as liquid damage, a
cracked LCD, or damaged housing, will also void its warranty.
We are committed to providing you with reliable and high-quality devices, and
our warranty is designed to ensure your satisfaction with your purchase.
Important Return Instructions
Before returning your device to our facility, please take note of the following important
instructions:
1. Remove Tablet Passcode and Reset Device: Ensure that you remove any
passcode or security lock on your tablet and reset the device to its factory
settings before returning it.
2. It is strongly preferred that you perform a full master reset of the device before
shipping it back. Failure to complete this step may result in delays in processing
your return request. If we do not receive this information within 2 business days
of our request, your product(s) will be returned to you.
3. Return Authorization Number: All returns must include a Return Authorization
Number, which should be clearly written on the return package. You will receive
a Return label via email, along with a unique Return Authorization Number, once
your return has been authorized.
4. Include Necessary Information: Inside the return packaging, please enclose a
copy of your Return request, including the Return Authorization Number and your
order number.
5. Specify Device Issues: Clearly note the issue(s) you are experiencing with the
device. We recommend using delivery confirmation for your return to ensure its
safe and proper delivery.
6. Return Processing: Returns are processed during our regular business hours,
Monday to Friday, in the order they are received.
7. Return Confirmation: You will receive notification once we have received your
return, which may take up to 1-2 business days after it arrives at our facility.
8. Restocking Fee and Handling Charges: If the tablet is found not to be
defective, and a refund is requested, a restocking fee of 25% will be applied
based on the tablets condition and the completeness of the return. Shipping fees
are non-refundable, and a $10 shipping and handling fee will be applied to all
refunded items.
9. Refund Timeline: You will be notified of the disposition of your warranty or
refund request within up to 5 business days after we receive your device. Please
allow up to 15 business days after the receipt of your device for the refund to be
processed and posted.
